The lowest level reward should be lower, or possibly have some sort of level or player power modifier.

Several of the mid-level guys in my clan busted their butts to contribute as best they can, and they're getting nothing out of it cause they fell short of the 35 million minimum.

I dont know why they havent cracked down on cadaver

I could build a cadaver team too, but dont feel that is the solution, it just gets more silly.

As for reset teams, i run a team using yumeko to reset and keep the heads dead on normal and it nets me a few hundred million points. I hadnt really considered it might be thought of as a cheat before now to be honest... 

You have to get rid of the hydra key mission, with all the emphasis on hydra crash forcing people to use a key is extremely stupid even for paylarium
