I've never heard of buying actually unstucking it, and I wouldn't recommend trying it as it will likely just waste you rubies.
You should've gotten at least an automated response. If you don't hear from a real person and the problem persists, the automated response has instructions on how to respond without sending a new ticket. In my experience, the Support is more attentive when they receive followups than when they receive the initial one.awmllr said:

It's Wednesday now. I think it's time to use the "reply" option in that automated response to tell them that the problem persists and (re)ask them to look at it. You're not gonna let their bugs be more persistent than you, are you? ;-)

My wheel of misfortune has been stuck on 50 % haven defense for the last 2 weeks also
This is a real problem as i have all lvl 5 haven defense already

It does't do anything
After 2 weeks and numerous tickets from members you would think they would have fixed this
But hey they have been trying to fix the mail bug for months

Did you see what I suggested to awmllr? Reply to that automatic reply, so it's the same ticket, not a new one. The Support sometimes responds better if they see you're not giving up. ;-)
Other than that, you can message Alyona with your ticket number and ask her to look into it.
Personally, I prefer the first approach (a reply to their automatic message).
Mine is stuck on 50% resources and if Pl can't fix them all at one time,
it can stay there. Their loss, my gain as the saying goes.

Don't worry, your case will be investigated and if there's a bug, it will be passed to devs :)I wrote back to this automatic answer today and got the answer, they will send this to their quality team, to see if there is really a bug. And they will close this ticket now. Well, other ideas Alyona or Crowbar?
