Well it isn't Turkish guy you are referring to, it is Russian guy who has jumped from 500m influence 2 months ago to...(let me check now)...18,5 B and is still growing.
As strongest clan we were been able to put him off a bit with bad reputes, sometimes to trap tile him, yet now when he is so strong we can't do much but leave. Bad reputes and tile traps aren't good anymore. And those who stay....they will suffer even more.
This might be the last time I put my voice in this topic, deeply disappointed bcs nothing has been done by Plarium to stop this and as I see some players not recognizing real problem that can happen to any kingdom. They can enjoy their 7th lvl BS money sucking tiers, and farms/mines/stone quarreys/lumber mills with military upgrades, all ok right ?

Wish your offer came a bit sooner since our clan leader already did thorough research and calculation of all offered and some non offered Kingdoms. He picked us one (3 days ago) which should be best for clan of our strength and stature. 
Solution is simple....buy drakkers, go to another kingdom, leave those behind that bully, make sure not all clans go to same kingdom, this then leaves the bullies, once bigger players see so few there, they will then port in, and they will take over, and those currently doing the bullying will become the bullied. Not a perfect solution, but it allows you to keep members and continue to grow. I have no solution for those unwilling to spend money. This same issue happened to us, we moved. (if you are desperate to stay, recruit bigger players to join your kingdom)We had bigger players and it didn't help at all. Bully was 1b, bigger players had 40B, 20B... even I was bigger than bully. He just hits tiles and shields and he didn't care about losses. Now bully is 45B (Plarium satisfied I guess with his sudden growth), big players moved to other kingdoms, soon we will move too, problem will remain.

In our kingdom we have one pest who hits tiles during and in between events. Everyone else is annoyed so what I’m suggesting is to vote him out of the kingdom if you can get 3 or clan chiefs to agreeHow can you vote someone out of kingdom ? If he doesn't wanna move, you can't do nothing about it. If he wants to hit your tiles no matter how big your clans are, you can't do nothing about it.

Because appareantly something is very wrong with him, attention seeker or whatever, he tarnished the place totally... 1 guy ! 
It seems impossible, but you can bet your life savings it is very possible.
Not my problem anymore, I have tried my best, searched for suggestions, help, Plarium to react, apart from few decent people here, many acted in "out of sight, out of mind " fashion.
If we could get DOMAIN shields into clan stores this would help smaller towns with bully tile hitters
