You have to play more persians so you can get more items which affect your heavy infratry!
The fastest way is to buy them. You can go to the ' Market ', then go to General's tab and lastly get our special coffers that suits you the most!

That is correct as I played lots of Persians break the items you require and once u have enough upgrade your general as u see fit but acquire what u play mostly like I'm a offense nut so I got all mine up too 20.9% in that category

Ptolemy, don't waste your money, just slowly increase your participation in slaying Persians and you'll get equipment for heavies at a reasonable level.
