I would say that this would be a good early mid-tier PvP champion for people working up through the game but by the time you get Arbiter you are probably going to have much better options. It does have the potential of working for a go-2nd team, but you better damn well hope you take down their team after you pop back up because the team would not be built for longevity.

Is there some world where this combo makes for a fast SD25 team? Thinking that with this guy dying and resetting Arb's revive? Probably not better than Aniri in the strict 2-person team, but maybe on a full team where Aniri's revive isn't guaranteed to be available?

With the Sand Devil nerfs coming this week, perhaps so.
But also with those nerfs I plan on just seeing about a go first slam team
I think they are meaning for this champion to be a PvP champion but unless they change it so that he boosts Arbiter's revive it simply isn't going to work. At best Arbiter revives your team and bumps them up to 50% turn meter and 60% health. No increased defense, no block debuffs, no healping hands....
You would have to have someone like UDK on your team and at that point you have 3 spots filled with Arbiter, this guy, and UDK. Maybe a good defense team for arena but... oh boy.... an ok defense team in arena.
Honestly though, I am actually happy this isn't one that I have to go for and can take a month off.

Farming. I'm still working to get a team of all 6's In the major areas, and then build/expand more specific things like Iron Twins. I got lotsa 5's and 4's, and only so much time and energy. A fusion isn't even on my radar. 😅

Good fusion to have come up when you're just getting started. No fomo like on a Gnut or Brogni or Armanz.
Yeah, with a roster that has more vacancies than filled slots, I'm using all resources just to expand holdings. Gems, potions, books, energy, potions runs, everything is pouring into team pieces. I have yet to hit a legendary off a sacred shard, but I have been getting solid rares and epics with ancient shards. The two legendaries I did get weren't great, but are functional and came from ancient shards. Sacreds have been rather "meh". I'd start over tbh, for a number of reasons, but I pulled a mythic off of just the second primal, and that makes up for a lot of meh. So, not complaining, have things to grind for. 😁
I am going to offer a counterpoint argument for anyone who happens along this thread who isn't already an end-gamer like almost everyone posting on this thread.
Incarnate would potentially be a huge carry for a mid-game account. Ignore the stuff about Arbiter Synergy. That is just a bonus that you may never bother to use.
We are coming off of two genuinely game-changing fusions (Armanz & Wixwell) and another that was very good (Eostrid), so it's like we have lost all sense reality when it comes to the standards of a Fusion. Incarnate isn't the next Armanz, so all the CCs are saying skip and the end-gamers are all breathing a collective sigh of relief that they can pour their energy into Sand Devil, Minotaur & Phatom Shogun....
However, if Incarante had been released as a fusion 6 months ago, at least a couple of the CCs would've sold her hardcore as:
"THE Must-Have Defensive Support Goddess You Need For Hydra Progression!"
She brings Ally Protection, Strengthen, and a Defense-based Shield to keep your whole team alive while fighting the Hydra! Throw in a strong A1 Provoke to handle Decay, and what more could you ask for?
But wait, you asked, so how about a Passive that'll boost her Acc & Res by a consistent 80-100 for the whole Hydra run, making it easier to gear her with high Defense to keep that Shield as big as possible!
DO THIS FUSION TODAY OR REGRET IT LATER!
