I can't finish the Arbiter Missions . . . Justiciar is no longer available to FUSE . . .  what do I need to do to be able to finish the Mission???? Help Please

Look in the Relic Keeper repeatable fusion. 

Fusion should not be part of any mission, it becomes totally dependent on RNG and nothing else. I can't progress in the mission because after 3 years I haven't been lucky enough to pull 3/4 spice to fuse Rhazin. How is that progress? 3 years of stagnation purely down to the luck of the draw.

Promos should be broadcasted world-wide, so to speak, in order to entice new players or retain discouraged players to stay.  Then, why hide them?  Why not place them in the ''News'' sectrion of the game.  I started twice and spent a thousand dollars already but did not like the champions [one account had four leggos].  Went to You Tube and found out about the promos and how to get Sun Wukong and Tagoar [immediately instead of Shaman after one week then Rector Drath at 25].  So I created a third account.  Very bad Plarium.
