I don't believe you're correct about player power/level. I'm fairly certain current arena points is the only factor when matching.
As far as I remember all the "arena is broken"-threads from 2 years ago, there is an algorithm taking player power into account for bronze and silver classic arena.

Ok, that makes sense in bronze/silver.
I don't think it's even a question of bronze/silver, as much as it's a "new player" window, after which you just join the normal matchmaking algorithm.
Certainly seen 2 leggos in Bronze III and IV if not consistently with my FTP accounts.

That would be a reasonable way to organize the arena matchmaking. So, of course it's not like that in reality, we're still talking about the Raid arena.
The algorithm does take player power into account in bronze and silver. That was said in an offical statement in the news section here in forum. I don't find the thread anymore, but I'm quite sure.
