I believe the answer is #1.
The reason is, if you turn the dial five spaces counter clockwise, then the orange lines meet up with the symbols pictured.
Granted I dont entirely know how this should work- but that's my educated guess!

The answer depends on which part is movable? If the inner circle moves the answer is number 2, if the outer ring mover the answer is number 1.
