I think it's the Phantom. When I heard "He knows your secrets", I thought of a scout troop. I searched every scout troop until I saw the Phantom. In its bio, the first sentence says, "Here one moment, gone the next - this is his motto. You referenced to his motto for a clue. This is why I think it's the Phantom.

I really do enjoy riddles and I think the Phantom answer from most posters is a very strong guess. However...I do not think it is concrete enough for two reasons. 1) Phantom is not exactly a given name but more a title or label. 2) In the riddle it mentions that we won't notice him unless we are his kind...that could be for troop type such as scout leading to Phantom BUT!!! I think differently and thus have come to the conclusion that this shadowy Godly trickster that we might not have suspected to be the key to J.Gates is none other than...
