If there were more safe levels of fort, leagues would have an incentive to upgrade. As it is, small  leagues don’t stand a chance if an alliance decides to make them a target.

What do you mean by safe levels? Like once at 5 it cannot be downgraded? What I have some leagues with me do is build offense and participate in pvp events and choose the defense rewards. While doing this upgrade the defense troops that are more commonly given out in the events so they will become stronger. After a little while many of you will build up a strong defense and can all send to the fort at the same time giving you extra power and have everyone add their defense as they can. Adding 3 defense fortress champions per member also gives massive boosts to your troops.
