The one way I have found to merge... is to have everyone start to join the other alliance. There is no "Merge" button. Once members have departed the old alliance, the Marshall will have to choose to disband the old alliance.. This is a 7 day waiting period, as we do not want someone to hit it and be like "oh no" i didn't mean to disband the alliance.
Currently the game does not support sending resources or reinforcements to a member of another alliance. Resources was never supported, and in the beginning you could reinforce any base, however some players misused reinforcements creating spam bases to create troops and support their main. Therefore, now you may only support allies.

When the marshall want to disband but other members want to keep the alliance's existence, is there any options for the other members of the alliance to to take his place?

If the Marshal decided to disband the Alliance, there's nothing that we or other members can do to prevent this :(
