It's not because of Apple. It's because someone decided to submit half-baked product for their review. Apple has comprehensive "review guidelines", which you would think someone creating apps for years should know down to every little detail.
You are incorrect here. The issue in question happened due to a recent rule change, specifically that Apple now requires additional elements for a feature they have previously approved and validated. The matter is being handled, however. So we do not expect further delays.
In regards to Android getting 1.8 earlier - that is impossible. The game is not separated between Android and iOS users, they are all on the same "server". Updating the aforementioned server and releasing the game client for one of the systems but not the other is a recipe for disaster. As I mentioned before, the best case scenario would be players who did not have the update will experience game-breaking bugs. In the worst case scenario, it will affect whole segments or the server in general.
And before anyone asks, separating Android and iOS users is not an option either. First, it would mean that people would be unable to play on the same account using whatever device they please. Meaning that switching your phone from, say, Samsung to iPhone or vice versa would mean all your progress is potentially lost to you. Second, either Android or iOS community will be left hanging if one receives the update long before the other. Any cross-"platform" tournaments if such were possible would be skewed. And third, this does not happen frequently enough.
