I’ve also noticed the flashing icons over buildings in Throne: Kingdom at War and it can be a bit confusing when nothing seems to need attention. In my experience these usually mean there’s an action available (like uncollected rewards, troop healing, or building tasks ready) but sometimes they stick even when everything is done — possibly a small UI glitch that clears after restarting the game.
