And yes the payout were affected/changed , so did the game engine code. Invested 40mil off , 20mil def , payout about 30mil off , lost about 30mil , thank you so much. Maybe they work as always intended , like a real casino , they change the payout % when they want , so we could find days when maybe they have a 5-10% payout or days when there's a higher payout % , guess that's only internal info which can be passed to their closed loop circle of 'players'.
No matter how many questions or evidence anyone will post on the forums , the mods/manager's only job is to keep players 'happy/blind'. It's also quite possible that they are also kept in the shadow about real game changes/mechanics.
As plarium was purchased by a gambling corporation , i guess now they are legally allowed to operate gambling in the game (persians!).
My opinion is that the gambling taking place on Persians was illegal before the selling to the new gambling corporation as you were not in a gambling business before the sale took place.

Do you say PP is broken? that you are not seeing payouts?
Well, it's not broken to me. If I invest big, I cash big. Worked like that since I start playing them regularly. Still... It always ends into a slight loss, so I try not to get very fond of them or I would end on zero to push too hard.
Since I don´t coin-back looses and I´m definitely not a PP expert, I prefer to grow with partial payouts instead of pushing for bigs rewards.
I didn't see major changes myself... but If you are not getting the results you want... How can you handle this circumstance? Well, time for a new strategy, if the one you were using is not suitable anymore.
