The one way I have found to merge... is to have everyone start to join the other alliance.  There is no "Merge" button.  Once members have departed the old alliance, the Marshall will have to choose to disband the old alliance.. This is a 7 day waiting period, as we do not want someone to hit it and be like "oh no" i didn't mean to disband the alliance.

If the Marshal decided to disband the Alliance, there's nothing that we or other members can do to prevent this :(

What is the wait period of a newly formed alliance to be able to construct a alliance hq? 

One of the leaders would need to start the new alliance.. to start an alliance one would have to leave their alliance and start it.  

Probably the better way to do this would be a merge where the alliance with the better tech or advantage makes room or opens more slots for the alliance mergering to join.
