Since this is a forum and I can give my opinion..
I think level 1 and level 5 should be unlimited, level 2,3,4 should have some scaling limits. If you choose to upgrade to level 5 you get the benefits of such (darkening Beasts) but there is nothing wrong with smaller leagues holding level 2 or 3 or 4..
Best of both worlds, those with lots of D can have 1 or 2 level 5 and the rest lower..
