Totally agree with Ropsuhood, maybe lvl 2 is reachable.
If you take a look at Coa Achievements, 3 Coas have got lvl 1, we are close to it 96/100.
In our Case we would have to take down, another 404 Pans ! In Theory, might be possible, but no way to crush that amount of Pans without reason....
Think of it Leonidas...You could also promise each Coa who reach this goal, get 50 mi Dollars instead of an exclusive banner
PS: In All Time Offense we do have 3 of Top 5, and in Top 50 ten Nordman player
am sure a coa such as d great terminator can achieve such feet but worried about backlash and looses right now. we all play the game to save troops not to kill them no1 willing to make 1st move most big coa rather pic a fight with little coa instead of their peers even tho they have disagreement they will rather shield their sword but when it come to smaller coa they very quick to show of 50mill off or 40 mill off or whatever mill off they got which is a shame realy 
..but hey we watching to see funny how all top coa have agreements based on fear of power not real freinship but very quick to atack smaller coa for pan hit but when big coa players atack pan they use diplomacy loool...so back to the subject i think all can be achived just be wiling to be BRAVE!!
