I would imagine this to be short term, as this was very beneficial to the players.  Ive noticed as well a lot of the tournaments are getting ready to reset.  I would watch the news for possible upcoming December events..

This was answered by a Community Manager in the December 1st Live Chat.

"Oh, got it! Alliance Containers, right? The thing is it was a temporary feature. Maybe it will be launched in the future again. If we decide so, we'll let players know :)"

This is like when Mercenaries dropped, it was very easy to level them and you got gold for leveling them.  As they add more features it appears that the tournaments and rewards follow a cycle.  Alliance Containers I would imagine will get added to that cycle, and if you watch the news you'll know when they are back.

As currently they also stated they are looking at new elite levels and maybe some new units.  =)

If I understand your looking for a HQ.. if you are set-up at a rank that can do alliance attacks.. you may go to alliance target tab in alliance.  From there you can search any alliance to set a target.
