I have 95 fragments to summon Kharim, and i have not received the personalized pop-up offer         in-game yet.  What can i do?

Just gotta wait it out.  Usually the fragment offers start popping up when they do another update.  So id expect them around the time the Dorothy login starts. 

Who else is doing the Khamir 5* Path Event?

I'll finish it up tonight.   

I wanted to go for the 3* but the way it is set up it seemed to require too many resources.  2 keys?

I went for the relic mats instead.  Got 2 Banes so probably was worth. 

I went for it almost entirely just because Vestele was boosted and she's my most wanted champ. pulled a lot more shards than I should have: got a dupe Timit and a dupe Lakanis, both of whom I first got in the last 3 months, neither of whom I use

I was pulling for Vestele as well.  All I got was a dupe Saito to sit the vault with the first one.

....And Mezomel....pulled Primals since I was really close to Mercy. Not sure how I feel about Mezo. She has a shit reputation, but I have never thought her kit was terrible.  It'd sure be nice to get a useful buff to a Mythical I have though.  

Or they create a new area of the game where she has value.  

Timit is pretty useful for BL HFW, especially if you have Kaja.  

Unfortunately, I have 3 Timits. There is no use for that many....
