Prestige discounts are global now. The last one was on 6th November.

I had a 30% revival discount on my Wheel about a month ago. The one before that was in February. The last veteran def training discount I used (and, likely, had as I'd use them any time I'd get them) was in April 2015. 

Plarium claims that it gives more relevant discounts to lower levels, i.e., as you progress, you get worse discounts. Mine have been been very rarely useful for years now.
