It doesn't look right that your opponent League has 102 position in the rank as for the first Tournament, your League was placed into a Tier based on your League’s position in the Rankings. 

League Rankings fluctuate a lot, especially during Beacon Massacre, and immediately afterwards as beacons are won, lost and re-won

At the start of Duel we were in 13th place, but lost a couple of beacons since then so now we are 43rd lol
But I think the Tiers should be assigned at the start of the tournament, not 3 or 4 days too early

Our Oppenents are currently ranked 101st

The Tiers were created based on the league Ranking only for the first Tournament. Then they'll be formed based on the results of the previous Tournament and Leagues will be moved either to higher or lower Tier.

Balance?  Did you read some of these posts?  Leagues are being matched against leagues that are significantly weaker than them both in rankings and in members.  With balance like that, there is no real reason to exclude the smallest of small leagues.  10 is just an arbitrary number someone dreamt up and now you're stuck trying to justify it...

To "qualify" - be entitled to a particular benefit or privilege by fulfilling a necessary condition.

Sure...because new players are just so easy to find =P  I suppose they could pad their numbers with alts, but then they'd have a higher proportion of inactive players and risk disbandment (if that "feature" gets added to this version of Stormfall).

Here's my suggestion:  Rather than an arbitrary cutoff, make the tournament something any league can do, but they have to sign up for it.

The size of the league should not matter

This tournament has hopeless league rewards based upon winning only

It is the individual rewards that are important.
Any one-man league could get decent personal payouts just by doing a few battlegrounds, but they would need 10 inactive neophytes to qualify (or alt accounts lol)

 I am getting sorta ambivalent about this tourney tbh. 

At first, it seemed like a major "male-chicken up" effort by Plarium. Here was new, lil Scarecrow with 20-odd noob members up against an established league of 100+ peeps. I thoroughly expected we will have our donkeys handed to us on bamboo sticks for dinner - and meself playing spider solitaire all alone in a one man league afterwards. Yet we won easily without trying too hard at all.

Nope. I am not gloating. Not my style.

Next we are up against Dirilus (sp). Ya'll most likely will still see bbq donkey butt skewers being served .. or not.

Looking forward to finding out the answer.

I'm not trying to justify anything, I'm explaining how the things work based on the information I have.
