The answer can not be as simple as yes or no.

Because of the nature that human brain work, you have to consider many things in ones life.

One can be addicted to anything or to nothing. Dependance of the internal power that attach him to things around him.

You can easy be addicted to something if that something fulfill the emptiness of something else.

You can easy be addicted to something if you gain strength from it to face something else.

Like the way drags work, many things can act the same way all so in our life.

So we can not use the term addicted, unless first we know the person!

It is a complex thing to analyze and categorize it, and you can easy fail to do so if you do not consider the persons life.

True addiction can only be in presence in many things and by many ways only on those who are sick and they need treatment.

So the question has to do with sick individuals, or with person choices?

Yes ,My story.

I was adicted to a game. The main reason was that we had a really nice community. The mods and admins all where on Skype.

I started as a chatmoderator, then Forum Moderator, then full moderator en at least head mod.

All of this brought me great joy en a feeling of satisfaction. But it was false because in real life My life was going to hell. 

When life went for the worst for me  I  was getting in this sort of quicksand. the more I was fighting in real life, the more I was drowning in the online.

I world. I di spend over €200 per month to play the game.

At a given period they shut down the server my Clan was on.

It was gone, My clan was in the top 3. I had fouht for that postion for 4 years. And now......it was gone.

That was the moment that I did stop.  But stopping was not easy. I went back online fooling myself that I had to speak to someone. on the chat. and so on.  

I think that it also depand or the kind of envirement that you are in. Are your parent being aholes or do they care about you.

Are you doing well ate scool or not.

So...... Yes EVERYBODY can be adicted, but only if the circumstances alow it...
