Lvl 61 is the lowest I have found to give items to benefit all 4 classes of troops.
EDIT: Higher level give items which look the same and have the same name but give better bonuses so make sure you break the right ones.

You have to play more persians so you can get more items which affect your heavy infratry!
The fastest way is to buy them. You can go to the ' Market ', then go to General's tab and lastly get our special coffers that suits you the most!
