By their nature, bot Cities can remain inactive for a long while until their owner sends commands to perform one action or another, that counts towards activity and the Resource production rate may rise again. If they stay idle for a while, the production will drop. Which is why it is always better to find another player's City to raid if you want significant Resource gains.
