I don't think anything has really been released yet.  The only information on skills that I have seen is from HellHades video below, but even this doesn't talk about specifically what the skills are.  I suspect more information will come out over the weekend

Maybe A1 Leech , A2 Dec RES,A3 Block Buffs and Heal allies ???

Seems like a reasonable bet. Block buffs + heal is an odd combo though. I guess she's intended as a debuffer, so the heal is sorta icing on the cake. Whether she'll be good or not will depend on the details.

Going with, as my guess:

A1 Leech, single target
A2 Random Dec Def or A2 AoE Small Dec Def, both with Resistance Down debuff
A3 AoE Block Buffs that places Continuous Heals on your team 

I just got a pop up about Deliana.  I think it said AoE on A1 for Leech.  We can claim a piece of gear every day for 7 days.  

Yep, it has just been released.  Final skills were:

• A1 - AoE attack, 50% chance (booked to 60%) of leech for 2 turns
• A2 - Single target atttack, 75% chance (booked to 100%) of decrease resist for 2 turns.  If the target is under block buffs, then debuff spread the decrease resist to all other enemies (4 CD booked to 3)
• A3 - AoE attack, 75% chance (booked to 100) of block buffs for 2 turns.  Heals all allies by 5% of their max HP for each Block Buff debuff placed by this skill.  Fills this champions turn meter by 10% for each block buff debuff blocked or resisted by the enemy team (5 CD, booked to 4)
• Passive - Increase this champions ACC by 2 for every 1,000 HP.  Places a 25% strengthen on all allies for 2 turns when this champion HP drops below 50% (4 CD)
• 33% HP Aura in all battles 

Personally I like her.  The AoE block buffs is incrediably powerful on hydra and this champion gives an option for a lot of people who don't have an AoE block buffs.  The A2 is designed to follow the A3 to also give AoE decrease resist, which is also nice.  The HP aura is also very nice, and 33% is nothing to laugh at.  The fact that it is also all battles instead of just Arena, or Doom Tower, is a massive win.

With the passive AC, if you get her to 50K HP then it translates to an extra 50 ACC, which I also think is good.  I am quite interested in the passive strengthen.  It makes her a viable champion for a go-second Arena team, in a similar vein to Seeker

Finally, I also like the AoE A1, as it might give an option for players on a decent farming champ, depending on her modifiers.  She has a high base HP of 20K so hopefully this is feasible

Essentially, she looks like a great addition for a lot of new players to really bolster the account, similar to how Ninja did in the past.

champ is a disappointment. to get extra 120 ACC if she will have about 60k HP is nice but her kit... defenitely dont like it. that decrease res goes on the next turn after block buffs and all of that with several "if". and its legendary, which means hard to book. if she doesnt hit like an absolute truck, then i dont know where she can be used. i wouldnt use her even if i wouldnt have Uugo in that case.

It's a free Lego, for just logging in. It looks pretty decent.

So, players have just under a month to start logging in to get her for free. However, the difference between this and the prior two login promotions is that she'll be summonable from shards after this event ends on July 28th. 

You mean a little over a month ? June/July(need to start it before july 20th(?) to get to the end of the 7 days before its gone !
