Nope, for most content with Armiger you can stick to stats over sets to try to hit those numbers. You will might end up on something with Accuracy or Speed as a set bonus, though.

Just remember that you only need to revive him right before the boss is going to die, and have him use his A2. Since it scales on max HP, you don't really need him to be that strong.

It is still a way to actually kill it! Until you pull an Ignatious or Mordecai, or get Drex from the Bazaar, this is the way to progress on Frostie

There is no debuff. Block revive is an effect that activates if you land a killing blow with the move and the target tries to revive.
Since his A2 scales on max hp, if you revive right before the boss is about to die, it's almost a guarantee you'll get the kill with it.
