This is simply not true. People who spend money have way more of everything. More gems, more energy so they can run dungeons more and find more gear. More brews for easier leveling. And more shards is an advantage because it's more chances to pull that lever and getting a good champ.

It is boosting your odds simply by having more chances. This is common sense.
