I understand where you are coming from, it seems every week there is a push for more speed to keep up. Though I'm absolutely guilty of this, I believe it really takes strategy away from PVP and diminishes the quality of play. 

That being said Intimidating Presence doesn't add or take away as much as you are probably thinking initially. The percentage is of Arbiters Aura Percentage not the total speed.. so 15% of whatever the 30% is what's is being added to the total.. I think you may be looking at it as Aura Percentage + 15% so in this case is 45% but is like 32%

After noting Presence only affecting auras and without getting bogged down too much in specifics with regards to highest possible speed rolls: it's possible to get well over 400 speed due to ascensions, new sets, effectively 5 speed rolls in mythic pieces, etc.

Depending where you are in Arena 300-330 might be a speed range you're looking for on some tankier go second champs, rather than one you think will certainly go first. 

There have been a lot of additional items to boost speed lately, ascension, accessories that give bonus speed etc.

As an ftp of 4 years play my arbiter was 403 speed and my armanz 395 (but with good accuracy as well)

I frequently lost the speed race if going against other arbiters

Clan mates who were more into the endgame than me had siphis pushing 420 while still being tanky

It's just a matter of how long you have been grinding and using ascension and accessories for the extra.boost

I don't even try to go first. I just make sure they can't steal my stoneskin.

It's madness lately with all the additional places to get speed.  Also seems like every variable set has it somewhere as well.

I just have my dutchess with really high resistance. Those teams are definately the paper to my rock but I put WuKong on my team and I can take these teams down better than 50% of the time. Most of the time though I just avoid them.

Dang, why do all of you mods have to knock me down?? *sniff. sniff* =D Wow, that is a lot of speed. I knew Protect had a 5 piece +35% boost but I have been majorly unlucky in getting the 9 piece accessories. Also, alot of my affinity bonuses are sitting around 5/10 because I haven't focused much on PVP; so there's that too.

However, what is "Lore of Steel"? I don't think I've run across that yet. Is it a unique aura or a special ability?

It's a mastery that gives a 15% bonus to any bonuses given by gear;

So if you have a speed set equiped for +12, it would give an extra 1.8 (12 * 0.15) on top of that

5 yrs into the game and my 3 fastest toons are 358, 358 & 355.

I have never been super lucky with the uber-fast gear, so I just plan to go second...except in Live, where the drafting & banning process changes the formula a bit.

I am much better with Resistance:  1197 (Mithrala w/Passive), 820 (Siphi) & 819 (Pythion)     

1200 is solid. 

800 is pretty weak to any mythicals since they ignore res.

Personally I'm not monopolizing that unless it's with Mikage or Karnage though. :/
