I don't use charms on perception any more other than the advanced quest to do so. All I see there is silver pool maxed. You may occasionally get the odd 6* leggo piece, but you are letting materials overflow that could be silver. Don't ask me how I know lol.

I thought about this as well...and can only come up with this explanation:
I am a bit lazy....and having another task (monitoring the number of forge materials here) to do is just not my way of playing. RAID is already a massive daily investment in time...I somehow lost interest and time to monitor all possible activities....so while accumulating lots of forge materials...I just do not have the enjoyment anymore in playing as much as before.
Like I said, I know.
