It's moving but it's not going forward or backward, because the front tire is stationary.  When you burn rubber, you go side to side, so the answer is either none of the above or (D) side to side

 The Answer is D.) None of the Above!! Clearly, when looking at the Motorcycle + The Rider + the Horse=> The Rider is pulling back on the Horse; just as same Rider would wants to stop the or apply the brakes hard on the Motorcycle on a dirt road. Hence is why the dirt is the way it appears in the picture; meanwhile no it appears no rotation on the tires. BTW. Same would apply if the rider was to stop the Horse hard and fast on a dirt terrain. The Horse's back legs would kick up same sort of Dirt kicked up result.  

seems to be that the back wheel is moving backwards couse of the dirt rising in front of it, as resoult of the aceleration.....  so it is moving                    BACKWARD
