I have a rewarded download that will give me resources in another game if I get a Tier 3 soldier within a week. I won't be playing the game long-term, so I won't mind burning through or rare resources or things valuable late-game.
Are there any tactics/tips I can use to get my first tier 3 soldier as quickly as possible?

Depends on how much you feel like spending.......
Of course it could be so, however if you have a memory for it ,and time to spare because there's little time actually spent playing the game these days because of restrictions, and lack of faith in its integrity because of the fiddling to win, and optimise progress then certain things are generally easy to spot.
Other previous examples of the O.P. I believe have been removed, a simple use of the search tool reveals two remaing.
