I do not think any one has asked this question before with regards to Fury, but believe it has been asked regarding CvC.

Maybe you will get some official information.

My thinking is this, it takes 4 kingdoms for Fury , 911/4= 227.75 , there are not enough kingdoms to give everyone an opponent, so some have to do without.

I  had meant to check when the kingdom 910 was founded, but on finding there are presently 911  kingdoms neglected to do so.

I have looked for the game guide you,(John) mentioned, the one listed in the menu doesnt work(at least for me).

There appears to be no reference  to these conditions  in the current Fury link.

The game data base, at quick glance, doesnt seem helpful.
