Creating Special Equipment Requirements?
Example i want to create "Ragnar's Helmet" would i need the "Fur Hat" to be Legendary to get that 100% chance of getting Legendary "Ragnar's Helmet"?

I would say that the answer is likely to be yes... with all crafting you are only guaranteed legendary if all the parts are also legendary.
However why would you want to destroy your fur hat ? especially if its legendary.
I recall reading a piece somewhere that the equipment created by using the fur hat was not much better than the fur hat itself ,and there's all that silver needed to consider as well

Yes it is necessary to do legendary to get special equipments legendary but as said by XYZ it is not necessary to have bigger bonus than normal equipments always but if it is also a slightly increased then also i would go for that equipment as even 10% would affect more at higher lvls.
