I'm trying to build up a new account, but when I went through the tutorial the account was never given a novice reloaction to move it to my kingdom. I'm wondering is there a new procedure I have to follow to get it?

There is no longer a novice relocation
Hi Jason Chan! The Novice's Relocation item has been removed from the game, and it is no longer being given to new players. Players can relocate their Towns to other Kingdoms using the Drakkar item once they level their Palace to level 21 and meet the other conditions of using this item.
