same problem and I've rebooted a few times

big border around my city obscuring a lot of icons (events one in particular)

Same problem on desktop monitor. Rebooted and even completely shutdown PC. Didn't help. Had to find alternate ways to see Boosts and Events and other options along the top and right side of the screen.

Only way I can play is on my laptop. It doesn't display this mysterious border. Don't like draining battery when I need the laptop for other work.

PS. Brought the game up on my other PC and it displays fine. The difference between the two desktops is the operating system. The Windows 10 displays fine. The Windows 8.1 does not.

I have the same problem but it is only happening with certain castle skins...most of the graphics are loading fine, but the town skins not loading means any unshielded wearing those skins do not even show up for me on the global map.

I've rebooted several times, cleared cache, tried 3 different browsers...nothing works to fix it.

Try and reset your browser zoom back to 100%. I found once I had done this those bars go away.

I just replied to a different post about this same problem. The Administrator had replied with the same solution (change window size to 100) and that they are working on a permanent fix for the problem. 

Changing the browser settings in Chrome fixed the issue on my Windows 8 PC. I didn't realize I had it set differently from my Windows 10 PC and laptop where the game worked fine. I also like to have the browser zoomed out when viewing certain websites.
