What you ought to have done , before everyone quit, is start a new clan with your old membership, get them back if you can especially if it was a good winning team.
There's a way of keeping the benefits of a stronghold, if you have one, and still be as competitive as before,and get the rewards

Great, needing to spend 1b rss each and 10k Scrolls and boosts to build a new one, not to mention to probably level it up eventually.
And when the chief is not back after 10w, the chance is almost void that he would come back at all and by then the collected silver would be gone thanks to the PoP tax.
But I understand that Plarium is not willing to intervene. Fear of compensation and, well, $. The thought of a "Hand" with at least some more rights is appealing.
But there is even more: In most kingdoms there are around 45k towns or many more, but most probably not even 10% "alive", raising the kingdom influence making several competitions very hard. There is no chance to get rid of towns afk for 100w or even more, because there is always the slightest chance that the owner might return. Move them to a server / (death) kingdom with a "bonus" to jump right back when active again.
I personally do not know a single player who was offline for a longer period and then returning. The only one I know lost his credentials by a destroyed device in an accident and he needed to start new. Maybe it is about time to safe Plarium from "compensation" that they enter a paragraph into the legal stuff, saying "2 years offline and the account will be deleted without compensation".

You haven't said anything that hasn't been said before.
Two points:
Though,certain clans wouldn't dismiss the idea of building a second stronghold,simply on the cost of doing so,if you could investigate the kingdoms you will find out that many already have,especially just recently, to prevent other players being able to acquire one of the secret achievements.
Though I appreciate not having a stronghold means certain bonuses become unachievable.
There is no need to build a new stronghold, and even if you did, there's no reason to upgrade it either.
It is interesting that in at least one of Plarium's other games they have addressed this issue.
I have also played Stormfall risk of Balur. If a clan leader (they call them leagues) becomes inactive (7 days since last log in), a timer starts. If that person remains inactive for a further 7 days, they get demoted automatically and a randomly selected person of the next rank (elder in our case) becomes leader/chief.
