Though it is true that if you are in the Rookie league, no charms are shown in the list of rewards.
Not getting charms from the event is a frequent complaint.
As has been said before, they could rectify the situation by awarding charms to everyone,explain why they wont,or changing the text so as not to suggest that everyone taking part will be eligable to win charms.

1. Purchased Raine Charms in Sesonal Store (900 for 600K runic coins). Runic Coins were deducted. Raine's Charms are not showing up in either Shaman area, or in the Items list.
2. Scored 10th in last Ghost Hunt/Elsa's Charms. Rewards were 50 and later 150 for total of 200. I still show 55 Charms (what I started with before the comp).
What do I need to do to rectify and get this straightened out?

Don't know if this is of any help, but having bought Raine charms in the last seasonal store they did appear where I'd expected them, in the treasure section of my items.
Maybe the update was to blame if you are also missing Ulf charms, which would be in a similar place, but bonus items.
However, I believe that won items get added automatically, or they did the last time I won a meagre amount, which is all they offer me these days, too little for all the time an energy the chase costs.
In either case you will have to contact the support team
