Multiple places. You get it for certain rewards, you can buy it in the Clan store and by killings Ubers. 

None from Ubers any more and I have not seen it in any event checkpoints nor in quest rewards/chest of Loki/daily bank visits.  You can get it in the Clan Store at 3,000 loyalty points per item, otherwise buying it for money is probably the only other way at the moment.

Not prone to attacking ubers,been a while since I did,so out of practice.

Yesterday I figured it might be worthwhile, not so much as I didn't quite get the competition level I had hoped for. What dropped was mainly a load of rubbish, not what I had anticipated  and not very useful to my game.

Drops were mostly task refreshers, relocations, peace treaties ,bronze, and sundries.

What a number of people (including me) do is to visit a neighbouring clan with a well developed Arms Guild, craft the desired equipment and then return to your own clan.  I have come across a couple of well organised kingdoms which have an open "clan" with all the special equipment available and everyone in the kingdom visits there to do their crafting.

Anyway you might look about in your kingdom and approach one or two of the oldest established clans to see if they will accomodate you.

I was offered this ages ago, and I was also in an advanced clan with much oher gear available.

In order to craft better gear, you need other,basic gear first.Oh and gazillions of silver neither of which I had, still don't.
