There are drakkar to be found in the game, maggot.  For example there are two forming part of the reward for completing the fourth (purple/epic) monthly quest.  You probably only need one drakkar to make your move.

P.S.  There were also occasional drakkars in recent treasure hunts (Pumpking and Feathered Skeggi).

Another example of over simplification,of the steps needed to be able to move kingdoms,now that the novice relocation has been removed.

If there is,( I see only 1, which you say MAY be enough),it will still take a month assuming the epic level of the monthly challenge can be accomplished.5 out of 10 tasks have to be completed, few are as simple as logging in for 28 days.

 On reaching the necessary palace 21 level.  and with enough drakkars to make the jump, still to consider is  'is there room in the propsed kingdom?
