I think whether or not you have a stronghold has some bearing on when ,how,where you can send scrolls.

Having remembered sending them before, I  have been investigating. 

They appear in the list of things that can be sent by convoy, and assume this is the only way.

Maybe someone else can confirm this, and also, as I have recollecctions about this,it would seem you cannot send them if you are the chief.

Always good to get more information. however, the question is about sending to the clan. 

It doesnt say sending to the stronghold, even if that was what was meant ,and I didn't spot that.
