Conqueror of bifrost
completed requirements 3 times and have never gotten level 3 of bifrost.... 25 topaz...2week shield canceled attack on town and no shield until after attack what am I doing wrong

Well, first off .... those are the MINIMUM requirements. It could be possible I guess to have a high enough vip level to instantly fuse gems no matter your workshop level. No idea but you get my drift I suppose. Can't remember what level my vip was when I got that capability tbh.
As for level 3 Bifrost the requirements are : 25 Topaz and a 10 week shield (not 2)
