seems Plalarium has goofed or maybe on purpose only allowing some to get the achievements, Skald does not work. 7 timnes have tryed can't have made a mistake in my count 7 times and I still don't have skald 1,.. your game is broke, fix it
Your other recent post seems equally garbled.
However have you checked the palace level requirements that were introduced, maybe your palace level is too low.
