is it accurate that scouts can capture place of power with enemy clan troops defending it, but no scouts defending?

No ... scouts only tell you (if they win battle with other scouts OR if no scouts at place scouting) what troops are there (and also rss for towns) ...

thats inaccurate. scouts will take the place of power if absolutely no troops are in it but held by another clan. To reiterate my question is, will scouts take the place of power if troops are in it, but not any of those troops being scouts.

Ok ... but that wasn't what you asked and I didn't address that (that being that there are no troops at all in the POP) ... to answer your question ... scouts will not take the POP if the POP is occupied by troops other than scouts, you will only find out what troops are in the POP ...

I don't think I am misunderstanding ... another clan has the POP and has troops in it melee, seige etc BUT NO scouts ... you in another clan send some scouts to the POP and you want to know what happens ... you are asking if because they have no scouts but only other troops if you will capture the POP from them ... you won't ...
