You can use the novice relocator how ever high your hero level is even if it was level 60 as long as your town is still level 5 or lower you can still jump.

You can build equipment before you can use it, so he could have been in a clan that had a stronghold before he moved ... not saying this is what happened but you can.

i totally agree with whats been said here, this sort of thing is destroying the game for brand new players, the criteria for jumping really needs to be changed not only should it be based on your city palace level of 5 but your hero and shaman level too, this player should be removed from that kingdom and returned to the one they came from, this might not be against the rules but its most definitely a form of cheating and is just a way to gain total control over a brand new kingdom and the pop in that kingdom. their other clan members will now create new accounts and novice jump to that new kingdom that i can guarantee, Plarium really need to place this at the top of their priority list,things like this are now common practice players creating numerous accounts leaving them dormant to wait for mega pack after mega packs to grow a city in a matter of a few hours, there should be a set time limit for cities to pass level 5 palace if that time is not met that city should be erased from the game permanently

unfortunately there lies the problem while players spend soooooo much money plarium will not take action against players that find ways to abuse the system, the game will eventually suffer and die off as many games do when the creators place money earned before the best interest of the normal players, this isnt the first game to go down the drain this way and wont be the last, greed takes over every game at some point before they die off 

right now i understand so thankyou all .its a very crafty way that has to be planned well .to have all those legendary materials he must have been hitting level 1 invaders for months and months and months ...or should i say his bot was sending out thousands of attacks per day to lvl 1 invadrs plus which clan would allow in a level 5 player who remained same level throuout there clan stay had to be a clan the player actually was boss in or who knew boss well .i was getting confused with hero level and palace level .at level 1-5 the packs dont give you much it wouldve took forever to obtain the invader juice to get the needed amount of materials .thanks again all :) 

the novice jump in my opinion really needs to be looked at, as well as having lvl 5 palace the level of the hero and the amount of resources including resources amassed in the players inventory (and a time scale applied that the player has to pass lvl 5 palace so they cant sit and wait for mega packs, a week is plenty of time to pass lvl 5 palace) need to be taken into account this looks to me like this player had every intention of finding a loop hole with the draakar system of relocating to a new kingdom that a player of their size now using draakars cant  jump to, new players dont need this sort of problem when they start playing, to find a day or so after arriving they are confronted with a huge player that shouldnt be there, as the player who initiated this post said the players gear is all legendary, there has to be a certain amount of fair play and this is so not fair play, if this player is allowed to stay in that kingdom it sets a precedent for other players to do the same as there will be no action taken by plarium and new kingdoms will be at the mercy of players with big wallets which would really suck.
