It's possible to store up extra raids by sending them at a sector then having it bubble or teleport before they arrive.  While they travel your raid count regenerates, then when the traveling ones are returned they're added to your count.  You can store an unlimited amount of raids this way, then use them all at once.  As far as I know it's not against the rules.
