Are you referring to the accounts that were removed from the map due to inactivity?  If so I don't think it's possible to bring them back, as they were removed to comply with data retention laws.  Perhaps Plarium could create npc sectors for players to raid or something, but if you look around there are still plenty of targets with lots of res, you may have to relocate to another section of the map though.  

no i mean these sectors they all inaktive why does not plarium refresh these sektors drom lvl 1 to 13 lvl

Inactive Sectors are simply deleted from the map; they can not be refreshed with new resources, Commander, as this would contradict our game policies and basic mechanics.

It can happen that sectors are retained on the map, but after three years of inactivity, the player's progress is permanently deleted. Also, the player cannot log into this account after this period.

They should be removed to encourage PvP activity between active sectors.

Thanks for your suggestion Commander but Devs Team has stated not to implement that

PvP takes troops.  The inactive sectors can be raided for resources which helps you build troops to fight other active players.

I guess it depends what you mean by low level.  It's not like they inhibit pvp between active players though.

1. Sectors older 5 year and less than 10 level needs to be removed urgently, it's trash

2.Morgana must attack and rob player sectors far from center of the map

3.Lapidus can provide protection player sectors close to center of the map

This is the way to increase player pvp activity
