Started the game recently, and have built and moved the buildings. Cannot Upgrade 2 Titanium mines, and the game will not complete the Improve Resources Quest, with the listed completion conditions of all 5 Titanium Mines, 5 Uranium Mines, and 6 Vaults built. All buildings have registered in the Senate resource Building List.
