Hmm, that seems a bit crazy, but I have a possible answer to your question!
When a tapsite is completely collected, it disappears, and another one appears SOMEWHERE on the wasteland to take it's place. However the new tapsite does not appear where the old tapsite was, and may even appear at the other end of the map; outside your radar range.
For this reason, two weeks ago I saw 9 Crystal tapsites on my radar. However after collecting most all of them, I now only have 5 on my radar currently. When I collected the first 9, 4 of them respawned outside my radar range.
What you CAN do, is find a clanmate of a similar level, and ask them to look on their radar and find you the tapsite you need!
For instance, if I wanted 6 Crystal Tapsites, but only had 5 on my radar, (and one was taken by another friendly commander)
I can ask a clanmate of a similar level to look on their radar and give me the coords to an empty crystal tapsite. Their radar can probably see crystal tapsites outside the range of my own!
Using those Co-ordinations, I can find the tapsite in my map view, and then capture it; no radar needed!
