This is not a bug. You have correctly specified that the system is randomized. This means you can receive Equipment, which you already own.

Understood, but it appears not so random.

First....there are 8 slots for Champion's equipment.

Second...there is a SINGLE available purchase of each...Class IV of Legendary items and Class IV Rare items

So the odds of those two packages providing two of the SAME out of potentially eight items back to back is certainly not random.

One item of the same....yes, it's a higher probability. 

An armor and a glove and then another armor and a glove...

....the odds of that happening are very, very high. I strongly feel something was off on the "random generator." And I'm out a guesstimated 16,000 

crystals.

Excellent news, Commander! You can now obtain Equipment Packs for your Champion at the Black Market! Each Pack contains special Crates with Equipment that will improve the offense or defense of your Infantry, Armored Corps, Artillery, and/or Air Forces! Each Pack also contains exactly the Keys you need to open the Crates you get!

STRATCOM has added a corresponding button to your Champion's Inventory interface that will bring you to a place in the Black Market where you can view all the Packs available to you. Or, if you prefer, you can go directly to the Black Market, open the “Champion” Tab then, in the “Crates” Tab, purchase the Packs you want. Keep in mind that Packs differ from one another and accordingly affect different Units. Some more advanced Packs will require you to research certain Technologies in order to purchase them.

This is not true. I feel I've been mis-informed. So now it's random and luck of the draw ?

I would certainly NOT have spent close to 26,000 crystals on a second pack if I knew there was a chance to receive inferior, duplicate equipment.

This is not true. I feel I've been mis-informed. So now it's random and luck of the draw ?

To an experienced and knowledgeable player...I can see how that vaguely could be the understanding. It's ambiguous to say the least.

Does anyone else see the problem in this or is it just me ? I'm seeing 65 views here.

No where in the descriptions, in game or forum, does it say it is random and there is a chance to receive like items.

Question....where does this issue go ? Is it just on this board open for discussion....all talk, no action ? Where do I go to seek remediation ?

Does anyone else realize the "news post" specifically says packs differ ?

It doesn't say anywhere about random draw or possibility of receiving same items, etc....

You must not game a lot.  Random boxes in most games have the chance of giving duplicate items, that's why most players hate them.  But it's not exactly unexpected.  

You can submit a ticket to support, but they'll probably just tell you the same thing I did.
