I'm going to assume raiding, sending/trading resources, and upgrading mines also aren't going to be options.
You can try and find active sectors; They yield a lot more resources in comparison to inactive ones. (You can also make deals with lower leveled players; Protection, in exchange for resources.)
Resource boosts (Black Market) can also be a way to increase your production, as well as the Extractor Rig.
Any other solution in increasing titanium and uranium (without upgrading refineries and tapsites) ?As FakeAsNever said, you can "milk" only 3 sectors, however, to yield better rss per hour, look for the bot lines. Level 54 and 66 bots may give you 370/hour and 400/hour, respectively. But keep in mind, these sectors are the primary targets for attacks in the garb of "Liberate a sector" task, Lower down opponents rss benefits/invasion points strategies. Therefore, invade more than 3 so in case of one getting liberated, next one starts producing rss for you, automatically (most of the times).
